Village of Westchester - Full-Time Utility Billing Clerk

Annual Compensation: $51,800.11 - $72,610.36 ($24.90 - $34.91 per hour), starting wage dependent on experience.

Position Overview

The Village of Westchester is currently seeking a motivated, detail-oriented Full-Time Utility Billing Clerk to provide specialized administrative and customer service support for the Village’s utility billing and account management functions. Under the general supervision of the Senior Finance Clerk, the Utility Billing Clerk ensures the accuracy of customer accounts, processes payments, responds to inquiries, and supports the overall efficiency of our customer service operations. This position involves frequent interaction with residents, management of the utility billing system, and coordination with other Village departments to support high-quality service delivery.


Essential Duties and Responsibilities

  • Maintain and manage customer utility accounts by creating new accounts, verifying legal ownership and Village service eligibility, updating account information, researching account history, reconciling discrepancies, and ensuring utility charges are accurately assessed.
  • Serve as a primary point of contact at the front desk by greeting residents and visitors, answering phones, assisting walk-in customers, processing utility payments, responding to billing inquiries, answering general questions regarding Village services, programs, and procedures, directing customers to the appropriate department, and providing courteous, professional customer service.
  • Accept and process utility bill payments, balance daily receipts and cash drawer, prepare deposits, and maintain accurate financial records in accordance with Village procedures.
  • Process account adjustments related to rate changes, bankruptcies, property transfers, multi-unit properties, and other account modifications while maintaining accurate customer records.
  • Issue shut-off notices and coordinate service disconnections and reconnections in accordance with Village policies and billing schedules.
  • Process liens related to delinquent utility accounts and maintain accurate records of collection and enforcement activities.
  • Coordinate with the Public Works Department regarding meter inspections, replacements, and maintenance, including importing and verifying meter information within the utility billing system.
  • Prepare, maintain, and update office files, databases, spreadsheets, reports, and other records related to utility billing operations.
  • Collaborate with Village departments to resolve customer service issues, improve operational efficiency, and support general administrative functions as assigned.
  • Foster positive working relationships with residents, contractors, and Village staff by providing courteous, professional, and solution-oriented customer service while contributing to a collaborative team environment.

Knowledge, Skills and Abilities

  • Strong customer service skills and conflict management techniques with the ability to handle difficult or complex inquiries tactfully and professionally.
  • Proficiency with Microsoft Office applications, including Word, Excel, and Outlook, and the ability to learn utility billing and financial software systems.
  • Strong attention to detail and accuracy in cash handling, account reconciliation, and data entry.
  • Ability to organize work, set priorities, and meet critical deadlines.
  • Effective verbal and written communication skills and the ability to work in a team-oriented environment.

Qualifications

  • High school diploma or GED and two (2) years of administrative support experience, or an equivalent combination of education, training, and experience as determined by Human Resources.
  • Ability to perform work in an office setting, use standard office equipment, sit for extended periods, occasionally lift and carry up to 10 pounds, and communicate effectively with the public and coworkers both in person and over the telephone.

Hours and Compensation

This is a full-time, non-exempt position. The annual salary range for this position is $51,800.11 - $72,610.36 per year, with the starting wage dependent on experience. Regular working hours are 8:00 a.m. to 4:30 p.m., Monday through Friday.

Position Overview

The Village of Westchester is seeking a motivated, organized, and professional Full-Time Human Resources Generalist to join our Administration Department. Under the direction of the Deputy to the Village Manager/Deputy Village Clerk, the Human Resources Generalist plays an integral role in administering and supporting the Village's human resources programs while providing exceptional service to employees and management.

The Human Resources Generalist is responsible for administering and coordinating a wide range of human resources functions, including recruitment and onboarding, employee benefits, leave administration, workers' compensation, employee relations, personnel records, policy administration, compliance, training, and labor relations support. Regular duties include, but are not limited to, coordinating recruitment activities, assisting with employee onboarding and orientation, administering employee benefit and leave programs, maintaining confidential personnel records, coordinating workers' compensation claims, responding to employee inquiries, researching employment laws and best practices, preparing reports and correspondence, and assisting with policy development and labor relations activities.

The Human Resources Generalist also serves as a primary point of contact for employees regarding human resources matters while maintaining strict confidentiality and ensuring compliance with applicable laws, collective bargaining agreements, and Village policies. Successful performance in this position requires excellent organizational skills, attention to detail, sound judgment, strong interpersonal abilities, and the ability to manage multiple priorities in a fast-paced municipal environment.

Position Overview

The Village of Westchester Public Works Department is seeking a full-time Laborer to join our team! The Laborer is responsible for the operations and maintenance of the Village’s infrastructure related to streets, water distribution systems, sanitary/storm water systems, snow removal, and the urban forest.

Under the general supervision of the Public Works Foremen, the Laborer operates a diverse range of heavy and small trucks, equipment, machinery, and tools to perform duties including, but not limited to: loading, hauling, and unloading materials and supplies; cleaning and repairing sanitary and storm sewer systems; operating, maintaining, and repairing water distribution systems; paving and patching asphalt; constructing concrete structures such as sidewalks, ramps, curbs, gutters, and drainage structures; repairing and replacing street signs; performing snow removal and salting operations; completing parkway landscaping such as tree removals, trimming, and plantings, as well as dirt-and-seed restorations; assisting with event setup and cleanup; and providing operational support as needed.

Additionally, the ideal candidate for this position possesses the flexibility and accessibility to work overtime as needed and showcases outstanding teamwork skills, prioritizes safety, and consistently displays courteous and cooperative conduct when engaging with both the public and staff. These attributes are essential for promoting efficiency, effectiveness, and harmony throughout the entire department and organization.

Qualifications

Qualifications for this role include a high school diploma or GED, one (1) year of general maintenance experience, and the ability to perform each essential duty satisfactorily. Continued employment is contingent upon the following required licenses and certificates being maintained in active status without suspension or revocation:

  • State of Illinois Class B CDL within six (6) months of date of employment. Current possession of an Illinois Class B CDL license is strongly preferred.
  • Flagger certification within six (6) months of date of hire.

Other combinations of education and experience, which provide the necessary knowledge, skills, and abilities to perform this job, may be considered.

Hours and Compensation

This is a full-time, non-exempt, union position that is represented by Teamsters Local Union 705. The annual salary range for this position is $65,520.00 - $88,732.20 per year, with the hiring range negotiable depending on prior experience. Please note the salary range is based on the most recent collective bargaining agreement. The Village is presently negotiating a successor agreement, and wages may be adjusted accordingly.

Regular working hours are 7:00 a.m. to 3:30 p.m., Monday to Friday. Flexibility to work overtime and accessibility during off-hours and weekends for both emergencies and pre-planned projects and events is required.
